Meta Ads for Lead Generation: Strategy, Setup and Optimisation
Meta Ads (Facebook and Instagram) are a demand-creation channel: you reach people before they search, then earn their attention with creative. That makes strategy and creative quality more important than any single targeting setting. This guide covers the framework I use to plan, launch and optimise lead generation campaigns.
Where Meta fits alongside Google
Google captures existing demand; Meta generates it. Businesses with visual products, local services or a need to build awareness typically benefit from running both: Meta to introduce the offer and Google to capture the people who then search for you.
Choose the right campaign objective
Meta organises campaigns by outcome-based objectives: Awareness, Traffic, Engagement, Leads, App Promotion and Sales. For enquiries choose Leads or a conversation-based goal. The objective tells the delivery system which behaviour to optimise for, so a mismatch (for example, Traffic when you need leads) produces cheap clicks and poor enquiries.
Audience strategy
- Location and demographics: define a realistic service radius for local businesses.
- Custom audiences: website visitors, engaged followers and customer lists for remarketing.
- Lookalike and broad targeting: once you have conversion data, broader audiences paired with strong creative often perform well because the algorithm finds the best prospects.
Creative is the new targeting
On modern Meta delivery, the creative largely decides who sees the ad. Build each ad around a clear structure: a hook in the first seconds, the problem or desire, proof, a specific offer and a single call to action. Produce 9:16 video for Reels and Stories, test three to five different angles, and refresh creative before audience fatigue sets in. AI-generated promo videos are an efficient way to produce multiple variations.
Select the conversion location
- Instant forms: low friction and high volume, but lead quality can vary; add a qualifying question to filter intent.
- Website or landing page: higher intent and better tracking, with more friction.
- WhatsApp and Messenger: ideal for businesses that close through conversation.
Test more than one and compare cost per qualified lead, not just cost per lead.
Tracking: Pixel and Conversions API
Install the Meta Pixel and, where possible, the Conversions API to send reliable server-side events. Accurate tracking improves optimisation and gives you honest reporting on which ad set produced which enquiry.
Budget, learning phase and testing
Ad sets enter a learning phase while the system gathers data, and Meta generally looks for roughly 50 optimisation events per week to exit it. Avoid editing budgets or targeting repeatedly during that period. Test one variable at a time (creative, audience or offer) so results are interpretable.
Speed to lead and lead quality
Leads decay quickly. Respond within minutes by phone or WhatsApp, keep a short qualifying script and track leads in a simple CRM or sheet. Many campaigns that look expensive are actually fine; the loss happens in slow follow-up.
Metrics that matter
Monitor CPM, link click-through rate, cost per lead, lead-to-customer rate, frequency and, for video, hook rate and average watch time. Final judgement belongs to cost per customer, not cost per click.
