How to Start Google Ads for a Small Business: A Step-by-Step Strategy Guide
Google Ads captures demand at the exact moment a customer is searching, which makes it one of the most measurable channels for local and service businesses. Run without a framework, it also burns budget quickly. This guide sets out the structure I follow when building campaigns, from objective setting to weekly optimisation. In one month I generated 400+ leads for a software company through a paid campaign, and the fundamentals below were the backbone of that work.
1. Define the objective and the economics
Start with the business outcome, not the platform. Decide what counts as a conversion: a phone call, a form submission, a WhatsApp click or a store visit. Then work out what a lead is worth to you.
A simple model: allowable cost per lead = average customer value x profit margin x lead-to-customer close rate. If you know that number, every later decision about bids, budgets and keywords has a benchmark to be measured against.
2. Choose the campaign type by intent
- Search: reaches people actively typing a query. The best starting point for service businesses.
- Shopping and Performance Max: suited to e-commerce and businesses with product feeds, strong creative assets and enough conversion data.
- YouTube and Display: awareness and remarketing, useful once the lower funnel is working.
Starting with Search keeps learning clean, because you can see exactly which queries trigger which ads.
3. Build a keyword architecture
Group keywords into tightly themed ad groups so that each ad speaks directly to the query. Use Google Keyword Planner to validate volume and intent, and prioritise commercial and transactional queries (for example "digital marketing classes in Mumbai") over broad informational terms.
- Match types: begin with exact and phrase match for control. Broad match works better once the account has reliable conversion data to guide smart bidding.
- Negative keywords: add exclusions such as "free", "jobs" or "salary" at campaign level and expand the list from the weekly search terms report.
4. Write responsive search ads that earn the click
A responsive search ad accepts up to 15 headlines and 4 descriptions. Use them deliberately: include the primary keyword, a differentiator, a proof point and a clear call to action. Add assets such as sitemap links, callouts, call and location extensions to increase the ad footprint. Treat "ad strength" as a guide, not a goal: performance data is the real judge.
5. Make the landing page match the message
Most wasted spend is a landing page problem. Apply conversion rate optimisation basics:
- Message match between ad, headline and offer.
- One primary call to action, visible without scrolling on mobile.
- Fast load time and a short form (or a click-to-call and WhatsApp button).
- Trust signals: results, certifications, client work and clear contact details.
6. Bidding and budget
Set the daily budget high enough to collect meaningful data in the first weeks. Until tracking is verified and conversions accumulate, use controlled bidding; then move to Maximise Conversions or Target CPA. Avoid changing budgets, bids and targeting every day, because frequent edits disrupt the learning period.
7. Measurement and attribution
Install Google Tag Manager, configure GA4 and set up Google Ads conversion tracking for calls, forms and WhatsApp clicks. Use UTM parameters for consistent source reporting. Core KPIs: click-through rate, cost per click, conversion rate, cost per lead, impression share and the three Quality Score components (expected CTR, ad relevance, landing page experience).
8. A weekly and monthly optimisation cadence
- Weekly: review the search terms report, add negatives, pause weak keywords and test one new ad variation.
- Monthly: reallocate budget to the best campaigns, review device and location performance and run a landing page test.
Common mistakes to avoid
- Launching without conversion tracking.
- Sending all traffic to a generic homepage.
- Ignoring the search terms report.
- Pausing campaigns before enough data has accumulated.
- Judging success on clicks instead of qualified leads.
